Poverty Reduction and Human Development: Issues and Strategy

Abstract

The paper assesses trends in poverty and improvements in the material conditions of life for millions of people living in poverty and human deprivation. It discusses the growth and poverty dimensions and the associated structural problems. Determinants of poverty in Pakistan are examined with a view to identifying areas for intervention and public policies. The paper argues that simply pumping financial resources to address poverty is not an effective strategy for poverty reduction and human resource development. It discusses the poverty reduction strategy to evaluate the government's commitment to poverty reduction and human resource development in a sustainable manner. The paper concludes that poverty reduction and human development in Pakistan depend on several factors, particularly the strengthening of institutional capacity and the availability of human and financial resources.
